I use a tension watch for tuning, it takes a while to find the sound that you are after. If you want to tune your toms musically, get a piano or guitar tune with a tuner then go from there. I tune my 8" tom as a 7th, "12 as a 4th, 13" as a 3rd and my 16" as a first. Once you have worked out what you want your specific drums to sound like then you can go through and tune for different scales etc. However this is mainly just for studio, live you obviously need a tuning to suit a whole gig but you will find one through your experiments with this.
